 Circles Network has been commissioned to work on carrying out research into ways of enabling people to use self-directed support. We have been asked to work with care managers and families and friends to find creative solutions for enabling people to be in control of the support that they receive. The aim of the project is to be able to publish a comprehensive guide to setting up Independent Living Trusts, brokerage and managing self-directed support.

In Control puts the person at the centre of the assessment and planning process. People with learning difficulties often do not have much control over their lives and their support. The government’s White paper “Our Health, Our Choice, Our Say” emphasises that we need to support disabled people so they;

·        are seen as citizens and not recipients of welfare;

·        have maximum control over their support;

·        and are able to contribute to the community.

The underpinning principles of In Control are that disabled people should feel they are directing and significantly influencing the resources they have a right to access as a citizen.

With In Control, an agreed level of funding is identified and the person can decide - often with their family’s help - how they would like this to be used for their support. This allows them, their family and Circle of Support to bring together a personalised mix of paid and unpaid services to achieve outcomes that have been identified with them.

The aim of Circles Network's involvement in the project is to research creative and flexible ways for people to manage their funding and to establish good practice for the future. At the end of the project we will publish a book about Independent Living Trusts and community brokerage.
