Circles Network Advocacy Project has been operational in Glasgow since July 2001. The Project provides Independent Advocacy to people in accordance with the provision for Independent Advocacy in the Mental Health (care and treatment) (Scotland) Act 2003. The Project supports people to ensure that their views are expressed and to promote maximum participation in their care and treatment across 3 hospital sites for Low to Medium Secure care in Glasgow and additional persons living in the community.

Each Advocate has a specific remit to develop individual and / or Collective Advocacy in allocated areas across the settings for different needs within Forensic services for Mental Health and Learning Difficulties: Admissions, Rehab, Pre-Discharge and Community.

The team is committed to the provision of Advocacy within the framework of the Millan Principles of the 2003 Mental Health Act and promotion of values underpinned by modern legislation and guidelines including the Principles and Standards of the SIAA, Social Inclusion, Person Centred Practices and personal Recovery.

Project Advocates support people formally and informally with various issues including:

Mental Health Tribunals;

Adults with Incapacity proceedings;

Care Programming Meetings, Reviews and additional forums according to expressed need.

On a day to day level, Advocates support people to engage with their services and benefit from the resources available to them. Additionally, Project Advocates facilitate group advocacy approaches through Patients Council forums.and also conduct workshops to inform people of their rights and build knowledge and skills in communication or any other area which promotes independent self advocacy.

Finally, the Project maintains links at local, regional and national level to further promote and access initiatives which address issues of relevance in 21st century mental health care such as health promotion, advocacy development and anti stigma events. The Project engages in consultation opportunities to enable expressed and felt needs at the “grass roots” to reach the strategic agencies responsible for policy and resources.
